Chris is the Assistant Secretary of the Health Compliance Branch and has worked in the public service for 30 years. Starting as a trainee in the Department of Employment and Industrial Relations she has worked in a number of agencies including Department of Employment, Education and Workplace Relations, Science and Training, the Attorney General’s Department and the Department of Human Services. Chris has worked on a range of issues with a primary focus in developing and implementing government policy and programs.
Prior to her current role Chris was responsible for working with the Digital Transformation Office on the Department of Human Services Digital Transformation Plan and establishing myGov shopfronts across the country. She also secured $1.5 billion dollars to replace the legacy Centrelink ICT system now called the Welfare Payment Infrastructure Transformation program. In 2012 when Chris was at the Attorney-General’s Department, in her role as the Personal Property Securities Program Manager she was the sole recipient of the Secretary’s award for her “significant contribution to the development and implementation of Personal Property Securities reform and the PPS Register”.
Chris has represented Australia in the obscure but extremely fun sport of Broomball and on weekends can be found on the sidelines of representative netball, oztag, touch and ice hockey matches cheering on her children. She also enjoys walking, camping and four wheel driving.
Christine Godkin is a Health Information Manager. She has worked in the public and private sector in Victoria for many years. She has worked for Ramsay, Healthscope and St John of God, Mercy and St. Vincent’s. Seven years ago she moved into the Health insurance arena and worked for GMHBA as a hospital auditor before moving to Lorica Health two years ago as a Recoveries Specialist.
Dr Graeme Edwards is the Director of Cyber Consultancies Pty Ltd, a company that places focus upon training, support, education and consultancy services to businesses on matters relating to cyber security, cloud computing and incident response.
Graeme has spent approximately 24 years in law enforcement, with approximately 14 of those as a detective investigating cybercrime and the many variations there are of financial crimes.
Graeme has successfully completed a Doctorate of Information Technology with a thesis of investigating cybercrime in a cloud-computing environment, a Masters of Information Technology (Security) and a Bachelor of Business Studies (Information Technology). He is continuing his professional development by commencing study to become a Certified Ethical Computer Hacker and Incident Response Manager. He is the current President of the Brisbane chapter of the Association of Certified Fraud Examiners.
Dr Kathryn Flynn (PhD, University of Wollongong) is an Honorary Research Fellow in the Faculty of Law, Humanities and the Arts at the University of Wollongong. Her article “Financial fraud in the private health insurance sector in Australia: Perspectives from the industry” was published in The Journal of Financial Crime, Volume 23, No. 1, 2016. Her current work focuses on fraud and abuse in healthcare.
Dr Rachel David is an expert on healthcare policy and financing, with a special interest in evidence-based medicine. She is passionate about harnessing medical best practice and policy to improve health outcomes in the community. Previously a senior adviser to the Federal Minister for Health between 1996 and 2000, her relationships in the Government sector and Australian business community extend to the highest levels.
Formerly the Director of Government Relations and Market Access for the Johnson & Johnson Family of Companies in Australian and New Zealand, Rachel has worked with the international pharmaceutical biotechnology and medical devices industries for more than a decade.
She was previously the founding practice manager of the healthcare and Australian government sector practice at McKinsey & Company. Prior to this, she was on the senior management team of CSL Ltd, Australia’s leading biotechnology company, where she played a pivotal role in making the cervical cancer vaccine Gardasil available to Australian women.
In the current role of CEO of Private Healthcare Australia, Dr David undertakes policy and advocacy work, as well as thought leadership for Australia’s major health funds.
Formerly a medical practitioner, Rachel has worked in public hospital administration and management. She was an inaugural Board member of the National Institute of Clinical Studies (now part of the NHMRC) and the Research and Education Foundation of the Royal Australasian College of Physicians, She also has an MBA from Macquarie University, NSW.
Detective Senior Constable Julie Witham has served as a member of the Queensland Police since 2000. Prior to coming to the QPS Julie was employed by the Director of Public Prosecutions.
Since 2010, Julie has worked as an Investigator and Trainer attached to the Fraud and Cyber Crime Unit, State Crime Command. Julie commenced duty in the Command in 2006, working in the Child and Sexual Abuse Unit, the Corrective Services Investigation Unit, the State Flying Squad and the State Property Crime Unit. In her current training role, Julie has developed a comprehensive training package for recruits, which addresses QPS policy in relation to the reporting of fraud offences. Julie is currently developing a specialist course in economic crime to be delivered to QPS Detectives. Julie also regularly provides advice to regional Officers in relation to Fraud and Money Laundering investigations.
Julie was admitted as a Barrister of the Supreme Court in 2003. She also has a Bachelor Degree in Arts (Applied Ethics and Politics) (1998), a Bachelor Degree in Arts (Media Studies) (2000) and a Bachelor of Laws (2000) from Griffith University. Julie was awarded a Master of Laws from the Queensland University of Technology in 2010. Julie is currently studying a Masters Degree in Fraud and Financial Crime and hopes to transition to a Doctor of Philosophy – Law in 2017.
Julie began her career in the QPS performing General Duties in the South Brisbane Area from 2000 to 2002. From 2002 to 2006 she was a Police Prosecutor attached to the Brisbane Police Prosecutions Corps. Julie has also performed brief periods of duty in the Release of Information Unit, the Legal Research Unit and the Legislation Development Unit.
In her spare time Julie is very active in the animal welfare sphere, working as a volunteer behaviourist and foster carer for abandoned and troubled dogs for various rescue organisations in Brisbane.

Justin was appointed Group Manager Benefits and Provider Relations at nib in 2013. He is responsible for managing benefit spend across the nib group.
Prior to joining nib, Justin held a similar position as Head of Clinical Operations at Southern Cross Healthcare, New Zealand’s largest private healthcare organisation.
Justin has also held a number of other leadership roles in the healthcare sector including CEO of medical technology company BrainZ, Integration Manager of MercyAscot Hospital, leader of PricewaterhouseCoopers’ New Zealand health practice, as well as key positions in pharmaceuticals in the UK. Also of note, Justin held the role of CEO of New Zealand Cricket from 2007-2011, which followed on from an international career in test and ODI cricket.

Matthew Hardy is currently the National Director, Notifications at the Australian Health Practitioner Regulation Agency (AHPRA). AHPRA is the agency responsible for the implementation of the National Registration and Accreditation Scheme for health practitioners (the scheme) across Australia, supporting National Boards for 14 health professions to regulate health practitioners in Australia.
Matthew is responsible for the development of policy and processes for the receipt and management of complaints and concerns about health practitioners and students registered in the scheme.
He previously held State Manager roles in AHPRA in Queensland and Tasmania.
Matthew holds a Bachelor of Laws and post-graduate qualifications in Legal Practice and Public Policy. He worked as a solicitor in private practice in Sydney, before moving into policy roles in the public sector and regulatory operational roles with AHPRA.
Paul Coburn is the Allied Health Clinical Leader for the Transport Accident Commission (TAC) and WorkSafe Victoria. He is also a consultant to the Comcare Clinical Panel, owner of a large physiotherapy practice in the northern suburbs of Melbourne and a weekly presenter for sports radio 1116 SEN, exploring Men’s Health. Previously he attained his Sports Physiotherapist Title, was head physiotherapist at the Richmond Football club and coordinated the Master of Sports Physiotherapy program at La Trobe University. He has published in the areas of compensable patient treatment plus pelvic and hamstring sports injuries.
Over the past 18 years, Paul has been involved in improving the professional capability of clinicians working with compensable patients. He was the first author on the original 2004 edition of the WorkSafe Clinical Framework for the management of injured workers. Between 2008 and 2014 he was involved with the development of the Network Physiotherapy Program for the TAC and WorkSafe which demonstrated improved health outcomes for injured motor accident clients and injured workers.
Tim Prenzler is a Professor at the University of the Sunshine Coast and an Adjunct Professor at Griffith University. His interests include crime and corruption prevention, safety in policing and security, and gender equity in policing.

Tony has over 26 years’ experience as an investigator and intelligence operative within the UK police service. A subject matter expert in Intelligence Gathering, Open Source Investigation, The Internet, Cyber Crime, Digital Forensics and Investigation Skills.
Tony holds a Masters Degree in Computer Forensics and has spent several years in charge of a Police Cyber Forensics team in the UK police service.
During the end of and after his police service Tony has also taught many hundreds of investigators, mostly from law enforcement but also from local authorities and insurance companies, as well as private investigators and journalists, in the art of using the Internet as an Investigative Tool. These courses have mostly been in the UK but have also been given in a number of different countries around the World.
